Club History

The Toronto Central Soccer Club (TCSC) was created in 1974 in the central region of Toronto to promote and develop the game of soccer. Founded by Frank Espinoza, the Club wanted to give its members the opportunity to develop their character and confidence. Frank believed that soccer not only enhanced an individual's physical and mental state, but helped them to develop leadership skills that would enable them to become responsible members of their community.

The TCSC has developed into the largest women's soccer club in Toronto. It provides an environment that is challenging, supportive, safe and fun so that women of all levels can enjoy the game. Throughout the years the TCSC has received many awards from its governing bodies, including the Toronto Soccer Association and the Ontario Soccer Association, for its work in promoting the game of soccer.

The Board of Directors and its membership are deeply thankful for the endless work of Frank Espinoza in furthering women's soccer in Toronto. And it is in his memory, that we continue to promote women's soccer in Toronto.

TORONTO CENTRAL SOCCER LEAGUE

OUTDOOR RULES AND REGULATIONS

1) GENERAL

a) The league will follow the constitution of the T.S.A, its policies and procedures in so far as they apply except where they are varied by the laws and/or rules and regulations and/or policies and procedures of the league.

b) Any situation arising which is not covered by the rules and regulations an/or policies and procedures of the league shall be resolved by the league committee.

2) MEMBERSHIP

a) Application for membership to this league shall be made annually on a form to be provided by the league. The membership application must be accompanied by the required membership fees, together with a list of the contacts for he team and proof of membership to the T.S.A. or other district association

3) REGISTRATION OF PLAYERS

a) Each player must sign the official OSA Registration form obtained from the Registrar of the league.

b) Each team must register at least 11 players 24 hours before the first game of the season.

c) Each team can register and dress and play a maximum of 24 players.
d) All players must be 18 years of age or older.
e) Each team is allowed a maximum of 4 players between the ages of 18 to 21 years

f) A player named on game sheet is deemed to have played

g) No player shall be deemed registered for the league competition, nor can she compete in league competition, unless her registration is in the hands of the league no less than 24 hours prior to participation.

3) HOME TEAMS

a) All home teams shall have the goal posts equipped with proper nets and 4 corners flags

b) the home team will be responsible for providing the game ball of regulation size in a condition satisfactory to the referee

c) In the case of similarity of colors the home team must change their colors

d) In all games under the jurisdiction of the league all players shall have numbered shirts

e) Goalkeepers must wear a contrasting colour to both teams and the referee

4) TEAM SHEET

a) The team sheet must be completed by both teams and submitted to the referee at least 5 minutes prior to the start of the game.

5) POINTS

a) 3 points will be awarded for a win, 1 point for a tie, 0 points for a loss.

6) GAMES

a) All games must start at the schedule time

b) no game shall start unless both teams can field 7 players.

c) All games should be the full regulation time, conditions and available time permitting.

7) FINALS

a) The four top teams at the standing in the end of the regular league schedule will advance to the semi-finals , playing 1v4 and 2v3 the winners will advance to the finals.

8) DISCIPLINE

a) Discipline for the league will be handled by the League committee, except as otherwise stipulated on the T.S.A. and O.S.A. rules and regulations.

b) In all cases of all physical assaults on a game official, the person

shall be suspended from all soccer activities until the case has been dealt with by a discipline committee of the Ontario soccer Association. In such case the OSA shall convene a hearing within three (3) weeks of receipt of the referee's report.

c) Players officials and spectators are allowed to take part in, or attend, games on condition that they observe the rules of the league.

d) Every team is responsible to the league , and the soccer authorities for the action of its players, officials and spectators, and is required to take all the precautions necessary to prevent spectators from threatening or assaulting officials and players.

e) In all discipline cases dealt by the league, the defendant shall have the right to appear before the discipline committee, at her or his own expense, when the case is heard.

f) Players, and teams officials suspended by the league, shall not take part in any soccer activity until the completion of their suspensions.

9) MISCELLANEOUS

a) The league may make such miscellaneous Rules and Regulations as may be deemed necessary to promote, develop and govern the game.

b)The league may impose such other regulations, as it deems necessary, for the efficient administration of the playing structure of the game within its jurisdiction.

c) Not such regulation may violate the individual's rights or freedom except as may be required to protect the rights and freedom of any other individual and to ensure the stability of the basic structure of the game.
